But it does - several years ago I worked for what used to be known as the AGD - smokers there were allowed two fag breaks per day whilst non-smokers got nowt! Consequently non-smokers were putting in more hours for the same pay rates as smokers and were therefore paid less, it caused untold amounts of bad feeling between the workers.

Then it should've been stopped or the non-smokers should've gone out for extra breaks to make a point

Yikes. I lived there for a few years. Came home one bonfire night to find the next door neighbour had been burgled and all his furniture ripped out and put on the bonfire over the road.
